The minutes were accepted as a true record of the June meeting and were duly signed by the Chairman.
Traffic calming measures - Cllrs Sanders & Maxwell advised that this issue is ongoing.
Cllr Maxwell advised that he is obtaining a list of S106 money relating to each planning application received. Cllr Sanders told the meeting that he has such a list.
*ACTION: CLLRS SANDERS & MAXWELL TO MEET THE ACCOUNTANTS AT BASINGSTOKE & DEANE COUNCIL TO DISCUSS THE FIGURES.Independent Experts report into the Safer Routes to Schools Scheme - Cllr Maxwell passed the report to the Chairman who had requested it in connection with the case for changes to overcome the deficiencies of the present scheme.
BoLI's - Cllr Sanders informed the meeting that Basingstoke Council have a leaflet on BoLI's and advised that BoLI status can only be achieved if the property owners agree.
Tile Barn House, Woolton Hill. See details of this application in the Parish Council minutes for May 2007 and the Parish Council reasons for not objecting to the application sent to members. We spoke to this at Committee on 4th July 2007. The application was refused by a majority decision.
Rose Cottage, Hollington. This application was taken to Committee on 4th July for the reasons given in the Parish Council minutes for June 2007. We spoke in favour of the application as did Cllr Sanders as Borough Councillor. The members fully supported our case and permission was granted. Cllr Sanders advised the meeting that woodland at the rear of the cottage owned by Rose Cottage was regularly used by dog walkers, despite fencing and notices advising that the land was private property. Cllr Sanders suggested Rose Cottage speak to Footpaths at Hampshire County Council. The Chairman also suggested speaking to the Woodland Trust. Cllr Powell has had a telephone call regarding this issue and advised the dog walker to obtain permission from Rose Cottage.
Redwood Plot 6, Tile Barn. This was taken to Committee on 4th July because of the number of objectors - see details in the Parish Council minutes for May 2007. We spoke against the 39% enlargement of the dwelling over the original approved design and the Council's failure to implement their housing mix policy. It was stated that the policy D3 had changed in the Current Local Plan such that the only control is that 30% to 50% of market houses should be small units (1 & 2 bedrooms). The developer was allowed therefore to increase the previously designated 4 bedroom houses to 5 bedrooms. We do not feel on reading D3 that this interpretation is correct. The application was granted on a majority decision. However, this does presumably mean that the developer will not be allowed to increase the number of bedrooms in the two detached 2 bedroom units.
Thorngrove School. We objected to the proposed timber garage block and tool store - see Parish Council minutes for May 2007 - but the application has been granted.
Littlebrook Cottage, opposite Bourne House off the C133. The Parish Council raised no objections to the first application. This was withdrawn following comment from the planning officer concerned and the applicant sought pre-application consultation with the Parish Council and Cllr Sanders on a modified extension to this small circa 1920's semi- detached house situated in open countryside on the access road to East Woodhay House. The officer is to recommend refusal but Cllr Sanders has achieved a 'call-in' to be heard on 25th July. We will speak in favour of approval in line with our written response to the second application.
Yew Tree Farm, Hatt Common. The background to this application was reported in the minutes of the Parish Committee meeting for June 2007. Cllr Sanders confirmed that the second application will be 'called in' for determination at the August 2007 meeting of the Development Control Committee.
Cllr Sanders advised that the notice board at North End was beyond repair, and that he would replace it with the notice board which Cllr Maxwell has at his home. This needs painting first and Cllr Farmer also reminded the meeting that it must comply with Health & Safety Regulations.
*ACTION: CLLR SANDERS TO PAINT SAID NOTICE BOARD AND REPLACE EXISTING BOARD AT NORTH END.Bottle bank - this application has been withdrawn. The Chairman informed the meeting that we are waiting for Basingstoke & Deane to come forward with a recommendation for a new site.

*ACTION: CLERK TO LIAISE WITH SIMON CARTER TO ENSURE CLLR SANDERS IS ON THE E-MAIL DISTRIBUTION LIST.Road signs - Cllr Sanders has e-mailed the Parish Council details of the split of the Parish, which each Parish Council member will take responsibility for checking the road signs within, and asked each member to report accordingly. Cllr Sanders will collate the information and report at the October 23rd Parish Council meeting.
Overgrown hedges - The Chairman advised that he will take responsibility for taking a standard letter to offenders, requesting that overgrown hedges are trimmed back.
Table tennis table - Cllr Maxwell told the meeting that the table had cost £250 originally.
Cllr Maxwell commented that he had contacted Hampshire County Council regarding the tree down on footpath 44 down Hobley Lane. Hampshire County Council will be coming to take the tree away.
The Chairman will send Norman Powers a letter of thanks following Norman's work on the footpaths. Cllr Powell had met Norman, who said he felt that Parish Councillors could take over his work on the footpaths as the Councillors would have more clout with Hampshire County Council. Cllr Maxwell informed the meeting that he would be prepared to take over the role, informing Hampshire County Council of any problems with the footpaths.
The Chairman will pass Norman Powers' report on footpath styles to Cllr Maxwell and inform Norman of this change.

CLLR MAXWELL TO LIAISE WITH NORMAN POWERS OVER TAKING OVER RESPONSIBILITY FOR FOOTPATHS.The Chairman asked for an update regarding the status of the Clerk's new computer. Cllr Kernahan has taken on the role of purchasing a new computer, and this will be actioned shortly. Simon Carter will be training the Clerk on updating the East Woodhay website. *ACTION: CLERK TO LIAISE WITH SIMON CARTER TO ORGANISE TRAINING.
CCTV - Cllr Maxwell has received training on the CCTV. He advised the meeting that members of the Parish Council will be unable to view images from their homes. We are using Hampshire County Council's Broadband to view the images and the information should be stored for 28 days and if an incident were to occur, authorised councillors, or the Police if necessary, could access the server and gain a CD copy of the images.
There is a low level of light at night and adjustments have been made to the CCTV to reflect this. However, if the Parish Council desires, they could put in infra-red lights.
Cllr Maxwell pointed out that CCTV is only really effective if the recreation field is checked daily for damage etc, and if any found, to cross reference this with the CCTV footage.
Further to an action at the June meeting regarding the investigation of noise reported in the early hours of 16/17 June, Cllr Maxwell advised that CCTV footage had been viewed and no evidence was available of wrong doing.
The play equipment at Heath End and Woolton Hill is more or less finalised. A date for inspection of the climbing frame is still to be confirmed.
Tennis court cleaning - Cllr Maxwell bought a generator along on the proposed date for use with a jet washer, but this kept cutting out so the work has been postponed. Cllr Maxwell thought that a jet washer may have been too harsh for the surface, and was looking at testing a small area of the courts with a mild bleach solution which could be applied using a watering can.
Tree survey of the recreation ground - this was taking place on the 25th July.
Cllr Sanders had driven around the Parish on Friday, 20th July to inspect any damage potentially caused by flooding following the recent persistent heavy rainfall. Cllr Sanders found no damage and advised the meeting that most of the flooding had resided by Monday, 23rd July and that he was unaware of any problems out of the ordinary.
Road closure - Bourne House Bridge. Basingstoke & Deane have advised that the C133 Wash Water Road at Ball Hill will be closed from the 6th August for a period of some two weeks for work to be undertaken on the bridge parapet.
A list of income and expenditure was presented and cheques duly signed.
Poppy donations - Cllr Powell asked if the Parish Council generally gave a donation to the Poppy Appeal. The Chairman remarked that he was unaware of the Council having made any such donations in the past and felt that donations were at the discretion of individuals.
Cllr Sanders said that donations should be directed to organisations within the Parish and not to national charities.
With regard to an action from the June minutes relating to a potential donation to the Citizens Advice Bureau, the Clerk advised that the CAB had confirmed that any donation could be ring fenced to benefit people in our specific Parish. The level of donation anticipated would be between £100 and £500 and the CAB are coming back to us on the number of anticipated users in the Parish.
Asset register - Cllr Ross advised the meeting that we should have a separate register of assets and land. The Chairman reminded the meeting that the new playground equipment should also be listed. A photographic record of assets was discussed and unanimously agreed to be an excellent idea. For some assets, e.g. the war memorials, it was agreed that a ruler or other measure should be placed within the picture as a size guide. A record should be made of the names and information on the memorials. It was noted that the memorials are not insured because the cost was considered prohibitive.
Internal audit form, box 9 - further to an action from the June meeting, the Internal and District Auditor advised that box 9 should be filled in. Cllr Ross agreed with this and to this effect proposed that we formally accept the Audit Report, which was seconded by Cllr Maxwell. The Chairman will sign off the form.
reported that the Parish Plan Chairman, John Angle, has obtained a grant of £4,500 from Community Action Hampshire. He understood that this would cover a single event directed at the youth of the Parish. The Chairman who is a member of the Plan Steering Committee explained that this was not simply a fun event but was judged to be a means of identifying the issues important to this section of the community. To this end it would involve a team of specialist interviewers. Since the meeting the Chairman has learnt that the planned date is 13th October to be held on the Woolton Hill Junior School playing field.

Cllr Sanders pointed out that both St Martin's & St Thomas' had received an excellent report and the Junior School an adequate report.
He advised the meeting that an interim head would be taking over the Junior School at the start of the new term following the school holidays, and that interviews were taking place for a new head. Cllr Maxwell has responded to Jenny Veasey as County Councillor.
