The Clerk has obtained two quotations from coach companies for the Senior Citizens Outing in October. Weavaway quoted £270 and Baileys £290. It was agreed to book Weavaway.*
*ACTION: CLERK TO DO THIS.The Chairman has still not spoken to Karen Anderson with regard to joining the Parish Council. However, it is understood it may not be the best time as her mother is poorly at the moment.
The CCTV has been ordered. The Parish Council's insurers have confirmed this can be covered under our policy for an extra premium of £250 per annum.
The issue of the barn in the field opposite Knights Lane has been sorted out.
Mr. Whiting from Dodds Farm has contacted the Clerk, asking if we would like him to cut the Parish Field for us. The meeting was very happy to agree to this.*
*ACTION: CLLR POWELL TO SPEAK TO HIM AND ARRANGE ACCESS VIA CHAIRMAN, WHO HAS THE KEY.Appeals have been notified in respect of the first application at Bances Yard in Ball Hill (both first and second applications were refused) and also first application at Woodgate in Tile Barn. A decision is awaited on the application to increase the size of 4 of the 5 business units in Harwood Paddock, but the application to build 3 detached 5 bedroom properties at The Willows in Blindmans Gate has been withdrawn.
A strong local campaign led by Tony Cotton re the proposed development at Newbury Lodge has resulted in 26 written objections being sent to Basingstoke and Deane. Excellent emailed support came from Horace Mitchell, a resident of Tile Barn. He also helped the Parishes new Borough Councillor, Clive Sanders, who set up a site visit by Development Control and urged that the application be deferred. In the Parish Council's submission objecting to the outline application to demolish the Lodge and replace it with 2 large detached houses it was argued that the modifications to the relevant Local Plan policies arising from the Inspector's Recommendations were being incorrectly interpreted by the case officer. Cllr Johnson was pleased that the hearing of the application was deferred to enable the Borough Council to decide the policy that should be applied. The Lodge does not satisfy the criteria for classification as a listed building but it is hoped that it will be deemed to be a Building of Local Interest, subject to the adopted secondary planning guidance for such buildings.
The Council continues to object to the proposal to build a house in front of Woodgate, opposite Redwood, in Tile Barn. A second application has been submitted which takes into account the tree protection areas arising from the Arboriculturist's Report.
Outline application for a property in the garden of Monmouth House in Tile Barn was successful after an appeal. Full planning permission is now being sought. The Parish Council is objecting on the grounds that the house is too large for the size of the plot and is out of character with the area.
Recent applications include Tile Barn Lodge, where it is proposed to build a 2 storey rear extension and conservatory, and Evingar at North End, where a big extension is planned which would link the garage to the house. Extension is to the side, behind a hedge, so it can't be seen. This is a listed property, therefore care will need to be taken with this application.
Other applications in process include yet another one at Evergreen Farm, a case which Cllr Ross has much knowledge of, and one at Burley Glen.
Signage is being provided by Cybertronix, who can, if we wish, arrange for hole to be dug out for the post. However, it was felt that it would be good to get quotations from local companies we have used before, as this may be cheaper. This will be looked into,
Funding for the Skateboard Ramp will be drawn down in stages, but the third party funding from the Youth Club needs to be in place. Environmental health see no issues with the ramp. Quote awaited from Extreme Sports. A public meeting will be held on 17th July and will be advertised round the schools.
The fence at Woolton Hill tennis court has again been damaged. Raj has agreed to take bookings for this court, but more keys and winders will need to be purchased. Deposit will be taken to ensure these are returned.
Key at Heath End has been lost. Jean Partridge now has the only spare, and has been asked to get duplicates cut.*
*ACTION: CLERK TO CHASE THIS UP.The bench at Heath End is unstable, and Cllr Kernahan will look at fixing this. The seat at Masons Court will be replaced at a later date.
New glass should be in place any time at the Bus Shelter at Masons Court, which was damaged recently.
Access to the recreation ground at Woolton Hill has been blocked on some occasions due to parked cars. A notice will be put on the gate advising that it be kept clear at all times. A new padlock has now been fitted to the gate. This has a combi lock, and all Councillors were informed of the code.*

At this point PC Matt Deery arrived, and a lengthy discussion about crime in the Parish took place. Matt will is to be given dates of Parish Council meetings, and will try to attend if he can. He would welcome a map of the Parish, as he is unfamiliar with the area. Information about him will be put in Spectrum.In several places round the Parish there appears to be patches of gravel in the road. This may be as a result of the recent storms, or from building works which have not been properly cleaned up.*
There are several holes in the road at Hatt Common.*
It is believed work is to be carried out at Penwood Crossroads, but no-one seems to know what is being done.*
The hedge at The Lancers, opposite the Gainsborough Stud, and the property next door needs cut.*
ACTION: CLLR MAXWELL TO INVESTIGATE ALL OF THE ABOVE.The owners of the property at the junction of the North End/Ball Hill roads feel some of their verge is being taken away by the road. Cllr Farmer and Cllr Kernahan are looking at this. It may be they are entitled to compensation, but all they want is their land back. Cllr Kernahan will also raise the issue of their hedge needing cut back.
A list of income and expenditure was produced, and cheques duly signed.
Adoption of 2005/06 Accounts.
The accounts have been passed by the Internal Auditor, John Murray, and now need to be approved by the Parish Council before going to the District Auditor at the beginning of August. Notice of Audit has been posted on Parish Council noticeboards, informing all Parishioners of their right to inspect the accounts. All Councillors were provided with copies of the Audit Form before the meeting. Cllrs Maxwell and Ross have indicated their approval by email. There were no questions and all were happy to agree to adopt the accounts, with Cllr Kernahan proposing and Cllr Elsden seconding.* *ACTION: CLERK TO ENSURE ALL PAPERWORK IS COMPLETE AND SENT TO DISTRICT AUDITOR BY 8TH AUGUST.Cllr Maxwell was going to speak to the distributors of Spectrum to see if they would be happy to distribute the Village Design Statement.*
