MINUTES OF A MEETING OF

EAST WOODHAY PARISH COUNCIL

HELD ON TUESDAY 25th OCTOBER 2005

IN EAST WOODHAY VILLAGE HALL

AT 7.30 P.M.

ITEM 1:    MINUTES OF LAST MEETING.

 

Several amendments were suggested, after which these were accepted as a true record of the September meeting and were duly signed by the Chairman.

 

 

ITEM 2:    MATTERS ARISING.

 

The Clerk has given the Infant School the combination for the padlock to the height barrier at Woolton Hill Recreation Ground Car Park.

 

Letter has been sent to Mr. Winchcombe re Notice on the Parish Field.   A meeting will take place very shortly to address other issues.

 

No response has yet been received from Dr. West at the Surgery in response to the letter sent recently.*

 

*ACTION:    CLERK TO CHASE UP.

 

However, the Clerk has spoken to the Head at St. Martin's School at East End where, like with the schools in Woolton Hill, they have seen increased numbers recently - particularly in the lower years - and predict this will continue.    They did expect this increase, but it has happened earlier than they thought it would.   Maximum is 105, and they currently have 104, with 18 in the Reception class.

 

 

 

Cllr Kernahan has spoken with the owner of the Shop at Ball Hill, and confirmed they would be happy to be responsible for bookings and takings for Heath End Tennis Court.

 

Documents Cllr Elsden requested from CPRE should be received soon  -  they have recently moved premises and are a little behind.

 

Application for the CCTV will be submitted soon.   The system will be fully digital with a green mast.   The Chairman and Cllr Kernahan are meeting with the Head of the Infant School to discuss using the school premises as a base for the equipment, maybe in return for allowing them a camera free of charge on the school itself.

 

The Chairman reported that the downsizing of the Ambulance Service that he reported last month has been put on hold for the time being.

 

 

ITEM 3:    PLANNING.

 

The Chairman would like Cllr Johnson to join the Planning Committee.  He has spoken to Cllr Elsden and to Cllr Johnson, who are both happy with this.   There was no objection from the meeting.

 

Application has been received to extend Woolton Hill Surgery to the front and rear.  As these are small extensions - particularly at the front - the there is no objection.  Revised application for 14 Longmead to extend above and to the side has caused concern as this would mean the loss of a bungalow.  However, as it is believed that this is actually a split level house with a floor below street level, this would not be the case.      Application for Clere House and Little Oxlease will probably be deferred to a later Development Control meeting, with a site visit taking place in advance of this.  Council has requested to speak at Development Control. 

 

 

ITEM 4:    AMENITIES.

 

Cllr Kernahan reported in Cllr Heather's absence.   He is currently finalising a map of the site to enable the CCTV application to be submitted to Basingstoke and Deane.   Two benches - one for Woolton Hill Recreation Ground and one for the Memorial Garden at the junction of the C5 and Church Road - are being ordered.   It was suggested that these could be sponsored by individuals or companies, e.g. in memoriam for someone.    Cllr Farmer is progressing with the replacement and refurbishment of the Noticeboards.   New boards have been ordered.

 

The Amenities Committee are looking at refurbishing the play areas in the Parish, and would like to get a committee together to discuss.  The meeting felt that youth involvement was vital, as well as input from parents of the children who will use the equipment.   Julia Calvert was suggested as someone who could be a good contact for this.*

ITEM 5:    HIGHWAYS.

 

The local Highway Engineer, Steve Goodall, has promised to look at the reason why, from time to time, water flows across the road down the hill from East End to Heath End.    This could prove a serious hazard as winter approaches and it begins to get frosty.    Cllr Johnson is going to speak to Hampshire Highways as the sign at the bottom of the C5 informing of the traffic calming there should be 50 yards before the first 'narrowing' but is actually only 20 yards in front.   He will also check if the flashing signs are working properly.  

 

Some fencing is missing at the Milking Bridge and it is not clear whose responsibility it is to fix it.   Cllr Johnson will check with Winchester.   It was felt that, when it was repaired, the structure should be made stronger.   It was also noticed that there was quite a bit of rubbish down the side of the bridge in the woods.   Again, responsibility is not clear, but it is believed that this area is privately owned. 

 

Cllr Johnson has twice reported the problems with the pavement outside Cllr Kyle-Lawrence's house.   He has requested that all Councillors identify any problems at junctions which are creating a hazard.     He has asked Hampshire Highways to change priority at the St. Martins/Ashmansworth junction, and also to remove the Herb Garden from the brown signs on the A343.

 

Cllr Kyle-Lawrence was concerned about the drain which sticks up in the road at the Gore End junction on the Ball Hill Road.   Cllr Johnson felt there was not much that could be done about it, but the best thing would be to get a deputation together.   

 

The Clerk has been contacted by Adrian Morgan at Basingstoke for the Parish Council's views about the owners of the Ball Hill shop putting up a sign informing people of the shops existence.   This would probably be put on a telegraph pole on the grass verge on the Ball Hill Road, and would be similar to that identifying the Veterinary Centre.   The question of who owned the verge was raised, but it was felt that this was an issue which would be dealt with by Basingstoke.   The meeting fully supported this idea, feeling it would benefit a small local business.*

ITEM 6:    FINANCE.

 

A list Income and Expenditure was presented and cheques duly signed.  

 

 

 

 

 

Donations.

It was agreed to made donations of £100 each to St. Martins and St. Thomas's churchyards, Woolton Hill Church Hall and East Woodhay Village Hall.    A letter was received from Maureen Smith at East Woodhay Village Hall asking if the Parish Council

 

 

would make a donation towards the cost of removing a large dead ash tree.  They have had one quotation for £730 plus VAT and are awaiting another.  The meeting agreed to contribute £250 on the understanding that another tree was purchased and planted in place of the dead one.*

 

ACTION:      CLERK TO ARRANGE CHEQUE AND LETTER.

 

Adoption of 06/07 Budget.

Further to a recent meeting of the Finance Committee, a proposed budget for 06/07 was drawn up.   This was presented to the meeting for adoption.   However, since the budget was drawn up the Clerk has been informed that the general grant has been increased from £1,000 to £1,025 for 06/07.   There were no queries and, following proposal and seconding by Cllrs Ross and Kernahan respectively the meeting agreed to adopt the budget.*

ITEM 7:    SENIOR CITIZENS PARTY.

 

The invitations have been sent out and the caterer will be informed of numbers once replies have been received.  Bertha Bates will again supply the floral arrangements for the tables.   Access to the hall will be from 1.30 p.m. with the party at 3.00 p.m.  Councillors were asked for donations for the raffle and for help with transport for those who cannot get to the hall on their own.

 

 

ITEM 8:    MEMBERS REPORTS.

 

Cllr Kernahan.

He has noticed signs on telegraph poles around where he lives asking people to pick up their dog mess.   He believes he knows who has put up the signs, but was not sure whether he should contact Basingstoke or deal with it himself.    The meeting felt that, in the first instance and if he was happy to, he should speak to the person himself and take a view from there.

 

Cllr Powell.

She has noticed that the white van which was often parked on the road in White City is now being parked in the householders drive.   This may be as a result of a visit from the police.

 

Chairman.

Letters and questionnaires have been received from the Boundary Committee, asking for views on proposals to change boundaries around the Borough.   All Councillors were urged

 

 

 

 to complete and return the questionnaire individually, requesting that this Parish remains the same.   He will return a questionnaire on behalf of the Parish Council as a whole.

 

The Chairman also reminded everyone that he will be laying poppy wreaths on behalf of the Parish Council at the two War Memorials in the Parish on Sunday 13th November.  He asked that Councillors attend if possible.

 

 

Norman Powers is recovering well from a heart bypass operation.  The Clerk has sent him a card from the Parish Council.
