MINUTES OF A MEETING OF EAST WOODHAY PARISH COUNCIL HELD ON TUESDAY, 25TH SEPTEMBER 2007 IN EAST WOODHAY VILLAGE HALL AT 7.30 P.M.

ITEM 1: MINUTES OF LAST MEETING.

The minutes were accepted as a true record of the July meeting and were duly signed by the Chairman.

ITEM 2: MATTERS ARISING.

Section 106 money - Cllr Maxwell advised that he is meeting the Executive Member for the Environment on the 26th September to discuss this issue.

*ACTION: CLLR MAXWELL TO UPDATE THE OCTOBER MEETING WITH PROGRESS.

Safer Routes to Schools Scheme - Cllrs Maxwell and Sanders are still looking into the scheme.

*ACTION: CLLRS MAXWELL AND SANDERS TO UPDATE THE OCTOBER MEETING WITH PROGRESS.

The Chairman has sent Norman Powers a letter of thanks following Norman's work on the footpaths, and has passed Norman's styles report to Cllr Maxwell.

*ACTION: CLLR MAXWELL TO LIAISE WITH NORMAN POWERS OVER TAKING OVER RESPONSIBILITY FOR FOOTPATHS.

The Chairman advised HAPTC has software which would enable the Parish Council to upload information advertised directly onto their website. Cllr Kernahan told the meeting that, through his work with St Thomas' School, he was aware of a company producing software enabling the user to produce a simple website.

*ACTION: CLLR KERNAHAN TO INVESTIGATE HAPTC'S WEB PACKAGE.

ITEM 3: PLANNING.

The proposal to build a large replacement house at Yew Tree farm, Hatt Common - see minutes of July 2007 Parish Council meeting - was given permission at the DCC meeting in August.

The owner of Old Pines House, Ball Hill, has appealed against the refusal to permit extension of this listed building.

BDBC has commenced work on the process of producing the Local Plan 2011- 26 known as the Local Development Framework (a collection of planning documents). One of the required documents is the Core Strategy. Cllr Kernahan attended a workshop on the subject and the Chairman presented a draft Parish Council reply to a Core Strategy issues and options response form.

ACTION: THE CHAIRMAN TO SEND THE PARISH COUNCIL'S REPLY TO THE LDF TEAM AT BDBC BY 28TH SEPTEMBER 2007.

ITEM 4: AMENITIES.

The notice board at North End is still to be replaced.

*ACTION: CLLR SANDERS TO PAINT SAID NOTICE BOARD AND REPLACE EXISTING BOARD AT NORTH END.

Cllr Kyle-Lawrence updated the meeting on the new playground equipment. Cllr Powell commented that the wire had slackened on the zip slide. Cllr Kyle-Lawrence informed the meeting that we can tighten this until it settles and finishes stretching.

Cllr Kyle-Lawrence is speaking to Bright Sparks to arrange a date for a picture to be taken showing the pre-school children playing on the new equipment. A representative of Hills Waste will hopefully be able to join them. Cllr Kyle-Lawrence is writing a press release to accompany the photograph for the Newbury Weekly News and a local playground magazine, and she will ensure Hills Waste is mentioned in the press release.

Cllr Ross commented that he would be interested to find out how many people were using the new equipment.

The Chairman asked Cllr Kyle-Lawrence for a price of each item of play equipment for insurance purposes, as given in the contract document.

*ACTION: CLLR KYLE-LAWRENCE TO E-MAIL THE CLERK DETAILS. CLERK TO CONTACT ALLIANZ CORNHILL TO UDATE INSURANCE TO INCORPORATE PLAY EQUIPMENT.

At this point, the Chairman said he would like to formally thank the Amenities team for all their work towards achieving the installation of the new playground equipment at Woolton Hill and Heath End recreation areas.

Cllr Maxwell advised that he had met with Luke Butler to look at the trees in the locality, and had obtained a figure of £2,200 inc VAT to deal with the trees, including one very large tree at Heath End which was particularly pressing.

*ACTION: CLLR MAXWELL TO ARRANGE FOR BUTLERS TO CARRY OUT THE WORK AS SOON AS POSSIBLE.

Cllr Farmer is speaking to Cooks, amongst others, for a quotation for fencing at the Woolton Hill recreation ground. This will fence the recreation ground from the car park, and will incorporate a self closing gate. Cllr Farmer is also asking Cooks to tidy up the hedging in the area.

Cllr Farmer also advised that she has prepared a document on conditions applicable to organisations wishing to use the recreation grounds for their own events, fetes etc.

Cllr Kyle-Lawrence has spoken to a builder contact regarding the play wall at Heath End, and he will be attending to this free of charge.

Cllr Kyle-Lawrence told the meeting that "no dogs" signs are also to be put up at the recreation ground.

Cllr Kyle-Lawrence mentioned damage had been done to the safety surface surrounding the roundabout. The Chairman advised the meeting that he was aware from Basingstoke Association of Parish Councils Annual Report that Basingstoke & Deane may be able to fund repairs to play equipment and fund replacements under funds set aside to cover 'double taxation'.

*ACTION: CLLR KYLE-LAWRENCE TO CONTACT BASINGSTOKE REGARDING FUNDING, AS WELL AS ENQUIRING REGARDING DOG HITCH RAILS

It was reported that the Woolton Hill tennis court is particularly run down and we may have to look at funding for re-surfacing in the future.

ITEM 5: HIGHWAYS.

As Cllr Sanders was not present, the Chairman mentioned that the road outside Whitsun - by the Woolton Hill doctor's surgery on the parish field side of the road - has fallen away and caused damage to his car. The problem has been reported to Cllr Sanders.

Cllr Ross advised the meeting that Fullers Lane was also crumbling at the edge due to lorries carrying excavation material from Malverleys.

Cllr Kernahan raised the subject of the road sign survey. All Cllrs were working on the areas allocated to them by Cllr Sanders.

*ACTION: ALL WORK ON ROAD SIGN SURVEY TO BE COMPLETED BY THE OCTOBER MEETING AND AN UPDATE TO BE GIVEN AT THAT TIME.

Cllr Kyle-Lawrence advised that there is a tree root encroaching into the pavement outside Blindmans Gate Cottage. She also mentioned Woolton Hill Junior School's hedge was hanging over the pavement.

*ACTION: CLLR KYLE-LAWRENCE TO INFORM CLLR SANDERS RE ROOT AND OVERGROWN HEDGE.

ITEM 6: FINANCE.

A list of income and expenditure was presented and cheques duly signed.

With regard to an action from the June minutes relating to a potential donation to the Citizens Advice Bureau, it was agreed that we would wait until the end of the financial year before making a decision on this matter.

*ACTION: CLERK TO RESPOND TO BOB KING AT THE CITIZENS ADVICE BUREAU ADVISING WE WILL RE-VISIT HIS DONATION REQUEST LATER IN THE FINANCIAL YEAR.

NATS - the Parish Council will act as banker for the payment of professional fees relating to the NATS action. However, the Parish Council are not prepared to receive any invoices until sufficient funds are banked. Cllr Farmer said this must be strictly regulated as otherwise the Parish Council may be liable and Cllr Ross advised that we will only pay the pre-agreed invoiced sum.

The 08/09 budget meeting was arranged for Thursday, 18th October at 7.30 pm at the Clerk's house.

*ACTION: CLERK TO CONFIRM MEETING BY E-MAIL. ALL PARISH COUNCIL COMMITTEES RESPONSIBLE FOR SPENDING MONEY TO SUBMIT BUDGETS FOR NEXT YEAR IN FOR APPROVAL AT MEETING.

Asset register - Cllr Ross enquired if HAPTC had a standard form for compiling an asset register.

*ACTION: CLERK TO CONTACT HAPTC TO ENQUIRE RE ASSET REGISTER FORM.

Under the subject of Asset Register at the July 2007 meeting, it was agreed that a record should be made of the features of the war memorials, dimensions and names thereon.

*ACTION: AMENITIES TEAM TO SURVEY MEMORIALS AND PROVIDE A REPORT TO THE CLERK.

Remembrance Sunday - the Chairman advised the meeting that the Rev. Christine Dale is going to hold a service at the East End memorial at 11.00 am on the 11th November, with a two minutes silence first.

East Woodhay Charities - the Chairman spoke to advise the meeting that we need to appoint two Parish Council nominated trustees for a four year term for the East Woodhay Charities. The Chairman informed the meeting that Cllr Maxwell and Sucheta Vadera from Woolton Hill Post Office had agreed to carry out this role. The Parish Council formally agreed the nomination of both persons.

*ACTION: CLERK TO WRITE TO THE SECRETARY OF THE TRUSTEES TO CONFIRM THIS DECISION.

ITEM 7: MEMBERS REPORTS.

Following Cllr Maxwell's requests in the July meeting for suggestions for local causes requiring funding to let him know, as up to £10,000 of funds may be available from Hampshire County Council, he advised that he will be submitting a request for monies to purchase outside tables and chairs for the Heath End recreation ground.

The Chairman

informed the meeting that he had written letters of congratulations to both Raj & Sue for their good service award, and also to Jenny Veasey for the outstanding Ofsted report on St Martins School.

Cllr Kernahan

raised the issue of ID cards for all Parish Council members.

*ACTION: CLERK TO REQUEST PASSPORT PHOTOGRAPHS FROM PARISH COUNCIL MEMBERS AND WILL THEN PRODUCE UP TO DATE ID CARDS FOR ALL COUNCILLORS.

Cllr Powell told the meeting that Julia Calvert, one of the Litter Wardens, had told her that someone was putting their bottles in the bin outside Mason Court for recycling, although it was not a recycling bin and was also too heavy for her to lift.

*ACTION: CLERK TO PUT A NOTICE ON SAID BIN REMINDING PARISHIONERS THAT THIS IS A GENERAL WASTE BIN ONLY AND NOT A RECYCLING BIN.

Cllr Powell then informed the meeting that she had noticed a car on three wheels parked opposite Mason Court, in the area reserved for customers of the Stores, taxed until the end of October. Cllr Powell was unsure if the car had been dumped.

*ACTION: CLERK TO E-MAIL PC MATT DEERY, ASKING HIM TO INVESTIGATE FURTHER.

The Clerk reminded everyone that the Senior Citizens Party is taking place on Saturday, 13th October at 2.00 pm. *ACTION: CLERK TO E-MAIL PARISH COUNCIL FURTHER INFORMATION REGARDING SENIOR CITIZENS PARTY.

ITEM 8: POLICE REPORT.

In the absence of PC Matt Deery, the Clerk had been unable to obtain a report from him by the date of the meeting.

Area Committees Meeting - The Chairman and Cllr Sanders attended a meeting at Bishops Green Village Hall and were advised that the Police are seeking involvement with the public. They plan to set up quarterly meetings to address this. The Police are coming back with proposals and the Parish Council will be asked to nominate a Councillor to attend and raise any issues arising in the parish.

The issue of damage to the safety area surrounding the roundabout at the recreation ground was raised. The Chairman asked if CCTV footage was available - however, as it was unclear exactly when the damage took place this was not viable. Cllr Kernahan asked for everyone to advise him of any such issues straight away so he can investigate possible CCTV footage and advised the meeting that 28 days of recorded images is available.
